Wagon Wheel Ranch Trail Rides and Horse back Riding in Rolling Hills Estates

Wagon Wheel Ranch Trail Rides ( 310- 567-3582) located on Moccasin Lane in Rlling Hills Estates, across the street from Rancho Vista Elementary School, has been providing guided horse back trail rides through the hillside trails of the Palos Verdes Peninsula for the last several years. He has been especially active in providing equestrian group trail rides to youth groups throughout the area. Pat Murnane, the owner, provides up to 12 horses at a time for rides, and maintains 16 horses on 4 local properties.

Some of his neighbors are upset over the business being run in a residential area., however.

About two decades ago, the city began allowing residents in the “horse overlay” zone to board up to four animals on their property for rent – an issue that was fraught with controversy at the time. Now, many homeowners allow trainers and other horse owners to rent stalls. Murnane is well within the law in that respect – he has 16 horses on four properties, three of them on Moccasin Lane. But running this kind of commercial business out of a home was a new issue for the city, which has sought to maintain its often cited “rural character.”

Several of Wagon Wheel Ranch’s neighbors have complained about the noise and dust from his commercial horse back riding operation and complain that it should not be done in a residential neighborhood. Other neighbors, however, support the trail ride operation believing that it adds to and maintains the equestrian nature of the city, which has been waining in recent years.

The City of Rolling Hills Estates is now trying to determine if there is another location in the city boundaries that might be more suitable for this use. One location being discussed is Ernie Howlett park, however the horse boaading facilities there are limited. The City is coninuing to study the matter.
